TARA, in collaboration with AVPN and the Centre of Excellence for Climate Change, Rajasthan State Pollution Control Board (COE-CC, RSPCB), organised a consultation workshop titled “Decarbonising the Cement Sector in Rajasthan through LC3” in Jaipur on 27 October 2026. The workshop brought together government agencies, leading cement companies, construction-chemical experts, architects and concrete-technology specialists to explore how LC3 can reduce emissions from the cement sector while strengthening industrial competitiveness.

Discussions pointed to one of Rajasthan’s key advantages: abundant clay resources located close to cement plants. TARA and SIKA shared evidence on LC3’s technical performance, use in concrete, and the role of specially developed chemical admixtures in improving workability and application across construction uses. A major development was COE-CC, RSPCB’s recognition of LC3 as a “win-win opportunity” linking climate action with sustainable development.

LC3 production may qualify for an Environmental Clearance exemption if it meets the “No Increase in Pollution Load” condition under MoEFCC’s EIA Notification amendments, 2006. Participants identified public procurement, especially by the State PWD and the Rajasthan Housing Board, as a powerful route to build demand for LC3 in roads, bridges, affordable housing, and other public works. They also stressed the need for continued awareness, technical evidence and demonstration projects to build confidence among government agencies, designers and industry. The workshop marks an important step towards positioning Rajasthan as a leader in low-carbon cement and accelerating LC3 adoption across India.
