Development Alternatives, in collaboration with the Indian Institute of Technology Patna, convened a stakeholder consultation in Patna on 16 February 2026 to advance the integration of sustainable materials into Bihar’s affordable housing sector. The discussion brought together senior officials from the Building Construction Department, Urban Development and Housing Department, and the Department of Environment, Forest and Climate Change.

The consultation focused on practical pathways to reduce embodied carbon in Bihar’s residential and commercial building stock. Participants explored material substitution strategies, carbon mitigation potential, and opportunities for strengthening the state’s low-carbon construction ecosystem. Technical deliberations highlighted the role of low-carbon cement such as LC3, construction and demolition (C&D) waste recycling, and alternative materials like GFRP rebars in reducing emissions while maintaining structural performance.

Government representatives emphasised the need to scale C&D waste recycling infrastructure across key urban centres and to mainstream low-carbon materials within affordable housing and public works. The importance of region-specific decarbonisation roadmaps and coordinated institutional action was also underscored.

The consultation reinforced Bihar’s growing technical readiness and institutional alignment to accelerate sustainable construction practices. With targeted policy support and cross-sector collaboration, the state is well positioned to scale resource-efficient building solutions across its housing and infrastructure sectors.

Dr. Gyanesh Gupta, Senior Manager, Resource Sustainability Group, led a presentation on “Pathways for Decarbonisation of the Built Environment in Bihar,” outlining strategic interventions and sectoral opportunities.
