Entrepreneurship Facilitation Centres (EFCs) are block/Cluster-level facilitation centres run by women drawn from the Cluster Level Federations (CLFs), the community institutional arm of the State Rural Livelihoods Mission. Established under the Women Economic Empowerment Programme of Development Alternatives (DA) in partnership with the Uttar Pradesh State Rural Livelihoods Mission (UPSRLM), each EFC is the first point of contact for aspiring women entrepreneurs in its block; the place a rural woman with a business idea can walk into and receive guidance, information and handholding in one location. The women who run these centres are CLF cadre and office bearers who already hold institutional positions within the SHG federation structure.

This training sits at the centre of DA's institutionalisation strategy. Social innovation creates systems change only when the system itself adopts its tools and processes; institutionalisation is the objective. DA therefore builds touch points and leverage points inside the government's own livelihoods architecture through process mechanisms that enter routine practice. The EFC is one such touch point. Institutionalisation of this kind is what makes scale possible, and scale is what carries the programme towards DA's larger vision of Mission Million Livelihoods “one million livelihoods created through locally owned systems”.

The training was built as a structured module set sequenced along the entrepreneur's journey: reading the local economy, understanding the aspiring entrepreneur, shaping and testing the business idea, preparing the business plan, and linking the enterprise to finance, markets, schemes and compliance. Each module was delivered through participatory exercises, role plays and live practice. Seven three-day training sessions, twenty-one training days in all, were conducted across Mirzapur, Bhadohi, Gorakhpur, Jhansi, Kaushambi, Prayagraj and Lucknow during June and July 2026, reaching 210 women. Participants included CLF office bearers and cadres such as Samuh Sakhis, Bank Sakhis, BC Sakhis, and Bookkeepers. They were selected because of their leadership roles within the CLF, strong block-level outreach, regular engagement with SHG members, and experience in mobilisation, enabling them to mentor women entrepreneurs across villages. The programme positions women as the engine of change and invests in the local institutions they lead. With trained managers in place, every centre becomes a permanent entrepreneurship touchpoint where women can access guidance on business ideation, enterprise planning, market linkages, financial convergence, government schemes, registration, mentoring, and ongoing business support.

As these EFC members begin applying their learning within their respective communities, they will identify aspiring entrepreneurs, connect them with financial institutions, government programmes, markets, technical agencies, and business development services, while providing continuous handholding throughout their entrepreneurial journey. Each EFC Manager is expected to facilitate the establishment and growth of approximately 400 women-led enterprises over the implementation period. By leveraging the outreach of CLF cadres and existing SHG networks, each trained manager creates a multiplier effect, extending enterprise support to women across multiple villages within the block. This decentralised model ensures that enterprise promotion becomes embedded within community institutions.
