In association with the Gujarat Pollution Control Board, a Roundtable workshop on “Unlocking market readiness to advance LC3 in Gujarat” was held on May 18th, 2026, at Hotel Grand Mercure in GIFT City, Gandhinagar.

The workshop aimed to assess opportunities and barriers for development and uptake of LC3 in Gujarat to boost the decarbonisation potential of the cement sector, and consequently the construction sector in Gujarat. The workshop brought together key stakeholders from government agencies, cement industry and research institutions to deliberate upon LC3 potential in Gujarat, identify high potential opportunities for adoption of LC3 and to consolidate insights for policy pathways for uptake of LC3.

The cement industry in India, the second largest in the world after China, is a cornerstone of infrastructure development and economic growth. With rapid urbanisation and large-scale investments in housing, transport, and urban infrastructure, cement production is expected to increase nearly sevenfold by 2070 (2,100 million tonnes) from 391 million tonnes in 2023. This projected growth highlights the urgent need for transformative changes within the cement sector to support low-carbon development pathways.

The key takeaways from the workshop are that Gujarat has been the leading producer of china clay, accounting for more than 75% of processed kaolin in India. It has high potential for LC3 production due to rich reserves of clay and limestone and its strategic positioning as an export hub. Discussions further emphasised that unlocking the market for LC3 will require simultaneous action across three critical areas: ensuring reliable supply chains, generating demand signals from both government and private sector users, and strengthening standards and green certification mechanisms.
