This Roadmap is meant as a guiding framework to achieve a de-carbonised, circular, and resilient built environment in Odisha, specifically targeting the affordable housing sector. This document is an outcome of a project titled “Transforming the Built Environment through Sustainable Materials”, funded by the Federal Ministry for Economic Cooperation and Development of the Government of Germany (BMZ) and SED Fund, and implemented and administered by the UN Environment Programme (UNEP). The roadmap has been developed through an extensive consultative process involving thematic deliberations with state-level working groups constituted around three thematic areas – Materials and Technology, Market & Finance and Policy Frameworks. The roadmap identifies seven goals for decarbonising the built environment in Odisha and outlines the short, medium, and long-term targets and key action areas for each goal.
