Job description

    Development Alternatives has been promoting green economy through narrative building, policy and technology support since 1982. DA’s approach to green economy throughout has been holistic, recognizing the interlinkages and interconnectedness among climate change and ecosystem restoration, inclusive entrepreneurship, and resource efficiency and circular economy. The themes of finance, gender and traditional knowledge are cross-cutting – which reflects in DA’s past interventions. DA within its first decade of existence launched VSBK-TARA EcoKiln and TARA Brickmek to promote green brick production in the country. This intensified over the next three decades with focused policy and capacity interventions to promote fly ash brick enterprises and other green building materials in States like Bihar and Odisha, and facilitate women-led enterprises in paper, textile and energy sectors. In 2010, DA began its formal engagement with the Green Economy Coalition (GEC) and developed the formal taxonomy of Local Green Enterprises between 2016 and 2018. Through the Indian Micro Enterprises Development Foundation (IMEDF), DA has also been facilitating setting up of rural enterprise clusters towards sustainable livelihoods. We are looking for a Manager/Senior Manager – Green Economy to join the team. You would report directly to the Team Lead, Policy Research and Planning Domain and be responsible for the overall programmatic development across research and analysis, policy advocacy, capacity building and knowledge management in the green economy, inclusive entrepreneurship and climate financing space.

    Duties and Responsibilities
    Programmatic Leadership

    • Develop programme, identify opportunities and enable policy integration on green economy, green entrepreneurship, community and women-led enterprises, sustainable/blended/micro-financing,etc., at the subnational and national levels.
    • Programme management, including financial, contractual and team management to ensure timely and effective project execution.
    • Business development and resource mobilisation, including partnerships, to build long-term sustainability and scale for the programme.
    • Manage client communication and develop inter- and intra-domain synergies within DA.

    Technical Leadership

    • Conceptualise new policy research ideas and oversee the development of tools/frameworks and knowledge products aligned with the programmatic priorities.
    • Identify, scope and design policy and regulatory recommendations for a wide array of actors (governments, financial institutions, regulatory bodies, private investors, etc) for industrial
    • decarbonization, financing climate adaptation, green entrepreneurship and skill development and other similar themes at sub-national, national and international levels.
    • Position DA as a knowledge expert on the aforementioned thematics through publishing editorials, blog articles and other knowledge pieces relevant to the practice.

    Network and Positioning

    • Anchor a team of researchers and field resources to build and manage relationships with the State Government Departments, Directorate of Industries and other relevant offices, State Level Bankers’
    • Committee (SLBC), NABARD Regional Office and other financial and non-financial stakeholders on behalf of DA.
    • Manage networks, build consortiums and develop long-term, impact-driven partnerships with like- minded private and public sector entities at various levels.
    • Position the work carried out by DA at national and international platforms.

    Work Experience

    • Minimum 8-10 years (with a Master’s degree) or 10-12 years (with a Bachelor’s degree) of experience in developing a programme and managing on-site teams to drive policy integrations on green economy, enterprise development and livelihood security interventions.
    • Demonstrated experience developing and managing effective partnerships with government and civil society networks at subnational and national level is essential. Experience of deputation with relevant Ministries and/or State Government for green economy/enterprise development/climate finance work will be considered an advantage.
    • Demonstrated experience leading collaborations with SIDBI/NABARD, industry chambers, State Rural Livelihoods Missions (SRLMs), State Level Bankers’ Committee (SLBC), local public and private financial institutions, and other stakeholders for policy and financial support to women-led enterprises, SHGs, green entrepreneurs etc. Experience working with social impact investors or incubators for green technology solutions and climate financing would also be considered.
    • Experience in resource mobilisation and project management, including financial planning and donor reporting is essential.

    Skills & Competencies

    • Leadership and problem-solving abilities.
    • Enhanced understanding of green economy programmes, and frameworks and regulations for climate financing at the state and national level.
    • Strong research and documentation/report writing skills; working knowledge of data visualisation is an added advantage.
    • Excellent communication and networking abilities.
    • Good working knowledge of MS Office (Knowledge of Excel, Word,PowerPoint) and online tools for collaboration.
    • Working proficiency in English and Hindi language.The candidate should be open to travel as per the project’s demand.
