    Context and Role

The Resilient Communities Group (RCG) works to strengthen community resilience through integrated approaches to natural resource management, water security, and inclusive development. This position will support the Resource Access and Equity (RAE) Programme, with a focus on water, sanitation and hygiene (WASH), Menstrual Hygiene Management (MHM), and water resilience.

The Cluster Coordinator -WASH will lead the planning, implementation, monitoring, and coordination of integrated WASH, MHM, and water resilience activities. The role will provide technical guidance, coordinate field teams and stakeholders, support convergence with government programmes, and ensure quality implementation, effective resource management, and timely donor reporting to achieve sustainable community outcomes.

    Duties and Responsibilities:

The Cluster Coordinator -WASH would be expected to:

    • Plan and implement WASH, MHM, and water resilience activities in line with programme objectives, timelines, budgets, and donor commitments; develop monthly, quarterly, and annual work plans and track progress against targets.
    • Provide technical guidance on water supply, sanitation, hygiene promotion, water conservation, groundwater recharge, water quality, climate-resilient infrastructure, watershed management, and nature-based solutions.
    • Integrate MHM into school and community-based WASH interventions through menstrual health awareness, behaviour change communication, stigma reduction, access to affordable menstrual hygiene materials, gender-responsive sanitation, and appropriate menstrual waste management.
    • Conduct field visits, technical assessments, review meetings, and implementation assessments; coordinate with technical, finance, procurement, and monitoring teams to support quality delivery.
    • Coordinate with government departments, district administration, PRIs, VWSCs, schools, SHGs, CSOs, and development partners; facilitate convergence with relevant government schemes and represent DA in meetings, workshops, and technical forums.
    • Supervise, mentor, and guide project teams; conduct training and handholding for staff, community institutions, teachers, frontline workers, and community members on WASH, MHM, gender inclusion, and behaviour change.
    • Monitor programme indicators, budgets, activities, and outcomes through MIS and field verification; track MHM awareness, practices, product access, and sanitation-facility functionality.
    • Prepare monthly, quarterly, annual, and donor reports; document case studies, success stories, good practices, and lessons learned; support evaluations, donor visits, audits, and quality assurance.
    • Contribute to proposals, concept notes, budgets, and programme design; coordinate procurement of WASH infrastructure, hygiene-promotion materials, and menstrual hygiene supplies; identify resource gaps and support resource mobilisation.
    • Ensure compliance with organisational financial, procurement, and donor guidelines, and follow applicable occupational health and safety (OHS) requirements during office and field activities.

    Skills, Knowledge, and Experience

    • The candidate should have the qualifications, experience, technical knowledge, and behavioural competencies required to manage WASH, MHM, and water resilience interventions effectively.
    • Qualification: Master’s degree in Social Work, Public Health, Civil/Environmental Engineering, Water Resources, Rural Development, Development Studies, or a related discipline.
    • Experience: Minimum 4-6 years of relevant experience in WASH, MHM, water security, sanitation, climate resilience, or rural development.
    • Demonstrated experience in project management, technical guidance, government coordination, budgeting, monitoring, and donor reporting.
    • Technical knowledge of WASH, MHM, water resource management, and climate resilience; experience in menstrual health awareness, school and community-based hygiene interventions, and gender-responsive sanitation will be an advantage.
    • Strong skills in stakeholder engagement, partnership development, training, facilitation, and community mobilisation.
    • Ability to monitor and analyse programme data, prepare reports and documentation, and use MS Office and MIS tools.
    • Commitment to gender equality, social inclusion, safeguarding, and community-led development.
    • Strong problem-solving and analytical skills, with sound judgement and the ability to plan and prioritise work.
    • Excellent interpersonal skills, proficiency in English, and the ability to work independently and collaboratively.
    • Strong focus on quality, accuracy, and timely delivery; well organised and able to work under pressure.
