Approach to Enterprise Multiplication |
Much effort has gone into the sustenance and growth of tiny and small scale industrial sector with support of government, NGO and other organizations. Bus sustained growth and profit and elusive. The reasons are not hard to find. Studies have shown that enterprises require supports in the following fields: w Technology w Finance w Marketing Technology With
the liberalisation of economy, an entrepreneur now has many options of
choosing the right technology to meet his requirements. Recent
developments in the field of information technology have made it much
simpler to search for the desired technology and of required scale. On
the issue of finance, the Government of India has launched a series of
schemes directly through banks, which can benefit upcoming
entrepreneurs. Those who are aware of such schemes have benefited from
these initiatives but the numbers are relatively small. A deeper
analysis reveals that the tiny sector has not benefited at all. A lack
of awareness and an inhibition to approach banks compounded with the
tedious paper work involved in getting loans are major barriers. Banks
continue to be hesitant to provide loans for new technologies and
products. Their reluctance is attributed to the non-performing assets
that they have accumulated while meeting arbitrary targets set in
government schemes. The banks take a conservative approach while
processing loans for enterprises indulging in new ventures. The
situation is even worse if the product is new and is being launched in
a rural market. Marketing has always been seen as a primary task of entrepreneurs. In reality, tiny and small scale entrepreneurs are not able to develop or cater to the market due to both a lack of resources and little or no guidance. Further, entrepreneurs are unable to access marketing services or guidance. Studies of specific sectors such as metal crafts, agriculture produce and leather goods have shown that single window sector supports are highly beneficial for promotion of clusters of small and tiny sector enterprises. It clear, therefore, that even if entrepreneurs have better access to improved and customised technologies, much effort is required in the provision of financial and marketing supports. Development Alternatives (DA) has taken a lead initiative in Southern Karnataka to provide the services of technology, finance and marketing under one umbrella. Supported by The Rockefeller Fund, TARA has been instrumental in organising an association of entrepreneurs with Micro - Concrete Roofing (MCR) technology as the base for their operations. |
The Rockefeller Fund Rockefeller foundation has provided a revolving fund to Technology and Action for Rural Advancement (TARA), implementing Associate of Development Alternatives for "Promotion of micro- enterprises based on "environmentally sound and energy saving technologies". The objective of this fund is to provide a seed capital to enterprises to enable them to raise bank loans and accelerate their operation profitably. Primarily, low cost construction technology and materials e.g. Micro Concrete Roofing Tile maker (MCR), Tara Balram Earth Block press and TARA Ferrocement Channel Equipment are being promoted under this program. In addition to this, a number of bio-mass based technologies by Development Alternatives are also included. As a part of a short-term strategy, direct financing mechanism has been adopted, in which entrepreneurs are given loan for 50% of the total capital cost. This is necessary to build-up and demonstrate credibility and accelerate the earning capacity of these enterprises. In the long run, the project funds will be used to leverage finance from existing financial institutions like commercial banks and rural development banks. Till now, 51 entrepreneurs have benefited from this fund. The success rate has been quite remarkable and by revolving the fund new entrepreneurs are encouraged to set up their units. |
Concrete based roofing tiles suitable for sloping roofs are produced using the MCR Technology. An enterprise based on this technology manufactures roofing tiles and sells tiles and often provides complete roofing services. The promotion of this technology is supported by SDC, the Swiss Centre for Development and Co-operation through DA’s Building Materials Program. This technology is backed by 10 years of Research and Development and is well established in various parts of India, e.g., Bihar, U.P, M.P and H.P. Southern Karnataka has been chosen as a high potential region, through an intensive market potential study conducted at the national scale.
According
to the market potential study, Southern Karnataka, especially the
Bangalore-Mysore region has a potential for supporting a minimum of
100 enterprises producing 200 tiles / per day resulting in a
production and utilization of 20,000 tiles per day or 500,000 tiles
per month. For achieving a critical visibility in the market for ‘auto-rolling’,
15 million tiles are to be installed on roof.
Selection of the Entrepreneurs
Entrepreneurs in Southern Karnataka were selected through direct marketing approach. Care was taken to engage second generation entrepreneurs who have sufficient knowledge about the building material trade.
Disbursement of loan
TARA is managing funds from the Rockefeller foundation for "Creating Sustainable Livelihoods through enterprise multiplication". The fund has been utilized to finance upto 50% of the cost of the equipment at an interest rate of 12% payable within 24 to 36 months through quarterly installments. Post dated cheques for the EMI and 50% of the advance is deposited by the entrepreneur upon signing the enterprise agreement.
The machines are hypothecated to TARA, till such time as when the loan amount is realised.
Marketing Support
Studies in the building material sector show that most enterprises die their natural death due to substandard quality products and cut throat price wars. To avoid such a situation all the Southern Karnataka entrepreneurs have been brought under one umbrella of an Association called the "MYCON Tile Manufacturing Association" for promoting the product under a common brand name of "MYCON tiles" based on a uniform pricing policy.
This has benefited the association in:
i) sharing the cost of promotion
ii) maintaining uniform quality and price
iii) promotion of a common brand name which can benefit all members.
Marketing the
tiles and roofs is the responsibility of individual entrepreneurs.
The members
of the association have formulated a promotional plan including a budget and
time line which is monitored through the Development Alternatives Building
Materials Program.
Present Situation
The seven enterprises situated primarily in Mysore, Chamrajnagar, Talakad and Maddur (see map) are manufacturing 160 tiles / day each (80% capacity utilisation) on a continuous basis and have been successful in selling 25,000 tiles out of 56,000 tiles produced so far, earning a net profit of Rs. 75000/-.
They have organised to conduct awareness programmes at the taluk level inviting masons and carpenters and have received a good response. As per last received reports, orders for 25,000 tiles are in the pipeline. The association is also finalising a deal with an intermediary who will sell their tiles through dealers of the clay tiles, to jack up sales manifold.
Repayment of loan is consistent and as per schedule. 100% recovery rate has been achieved so far.
This is a
modest start and has the potential for setting up of a large association of
MCR tile manufacturers in the region and converting it into a Mandi of cement
tiles quite like Mangalore tiles in other parts of Southern India. q

WORKSHOP
ON STRATEGIC SELLING A two day workshop on "Strategic Selling Skills for marketing personnel was organised by the Silicoat Chemicals Pvt Ltd, Goa for its marketing staff. The company, led by a technocrat, Dr. SR Sahakari manufactures and markets water proofing chemicals for various purposes e.g. buildings, dams bridges and water tanks. The company has set into operation two Micro Concrete Roofing Tile units and now markets Polymerized Flexomeric Ripple roof tiles for cladding of RCC roofs. So far, the company has sold more than 24,000 tiles at a premium of Rs. 30/- per sqft within 2 months of operation.
