A high level delegation from European Commission visited ESB at DA on 23rd February, 2005. The three delegates, lead by
Mr. Yves Dussart, (Principal Administrator, EC, Environment Directorate General), had a detailed discussion on cooperation between DA and EU. They conveyed that they would be forming an EU-India Forum to address the broad environmental issues in India, with a special emphasis on climate change issues. With the Kyoto Protocol coming into force from 16th February, 2005, the EU was also interested in working in the field of CDM and bridging the gap between the buyers (in EU) and sellers (in India).

Poorest Areas Civil Society (PACS) Programme

The PACS Programme, completing almost four years of implementation, is now poised to move from the growth phase into strengthening and consolidating the outputs of the sustenance mechanisms over the next three remaining years of the programme. While the number of sanctioned projects has gone up to 126, the projects already under implementation are an impressive mass of 90 with 334 CSO partners.

As per the recently concluded Third Annual Review, "the PACS programme has made its inroads into remote areas in states where it has been operative. It has reached the poor, women, scheduled castes and the scheduled tribes who have been on the margins of society. It has made its presence felt in the civil society organisations!" The review findings also state that "PACS has now paved the path for impacting the larger civil society and strengthening it. At the grassroots level, community level organizations and self-help initiatives are leading to stronger community level organizations. One also notices that the raised level of awareness is getting translated into a noticeable increase in demand by poor people for their entitlements".

The monitoring ,evaluation and learning (MEAL) system as the programme’s flagship is already yielding impressive learnings to substantiate the need for investing in capacity building of civil society organisations if we are to achieve the development goals. This investment is expected to keep the partners in good stead for many years to come and pay rich dividends in the long run. MEAL implementation teams (MITS) and State Core Groups (SCG) for the target states are now functional and the MEAL implementation processes are under way in all the six states. MEAL calendars are available and a comprehensive MEAL Tracker has also been developed. The reconstituted national MEAL Core Group (MCG) met in December and planned its calendar for the next one year, assigning itself the responsibility of synthesis of the MEAL Reports coming in from all the states. Other horizontal support systems like communications, advocacy and networking for building partnerships are closely linked to all capacity building initiatives and they are being rapidly strengthened under the programme. National and state based communication agencies have been identified for executing the communication strategies at the national and state level. Capacity building calendar for the year 2004-2005 has been already developed for addressing the CB needs of the CSOs.Operationalisation of the project of VANI will significantly contribute to the policy advocacy goals of the programme for realizing the entitlements of the poor.

Substantial progress has been made in improving the conceptual understanding of the five thematic areas of the Programme, and ,the integrations that are achieved through the implementation of the planned measures of the projects. The contribution and guidance of the National Advisory Board (NAB) and the Projects Selection Committee (PSC) towards providing theoretical clarity on development approaches and trends and development co-operation has taken the programme on a definite track of pursuing quality outputs of a high order.

The PACS programme through MEAL, continues to explore ways of increasing the programme reach in every possible direction. The local resource organisations are specially advised to identify gaps in geographic coverage, encouraging existing as well as potential partners to set up interventions in areas as yet not reached. Nevertheless, in the remaining period of the PACS programme, our endeavour shall be to strengthen areas where the programme coverage already exists and not necessarily spread itself thin across the 108 poorest districts. The focus will clearly be on cluster intensification for impact multoplication.

A partnership meeting was organised earlier in January and attracted participation by a large cross section of donor agencies, bilaterals, government departments, representatives from the National Planning Commission and other agencies from the development sector. It was an opportunity to showcase PACS as a high level programme with the potential of offering a portfolio of bankable CSOs to agencies seeking to work with dependable partners in the development sector. The focus of this meeting was sustainable livelihoods, with Development Alternatives taking the lead by sharing its experiences of PACS as well as some of its other initiatives in the Bundelkhand region.

Quarterly meeting of Resource organizations as part of the horizontal support systems for MEAL Communication, was organized on 24-25 February. The discussions included MEAL progress in the states, update on the work of drought forum in Maharashtra, improvement of project development desk appraisal and field appraisal reporting formats. Detailed discussion was held on the design of the Resource Organisations (RO) meeting for making the learning and capacity building forum more effective in achieving the targets for the sustenance phase of the programme. A coordination committee for designing the forum has been formulated.

 

Technology & Action for Rural Advancement (TARA)

TARA is promoting Fly ash technology all across India, especially in the states of Chattisgarh and Orissa. In this regard, with TARA, District Trade and Industry Centre (DTIC), has organised a worksho on Fly ash utilization at Korba in Chattisgarh.

Other than this, TARA had supplied BALRAM machines (manually operated) to an entrepreneur at district Rayagada, through DTIC, Rayagada (Orissa) and some orders already been received from private entrepreneurs from Bilaspur district of Chattisgarh. In the coming months, TARA envisages a great potential in the sphere of flyash technology.

4 AksharGyan, a literacy software, boasts of turning an illiterate person into a literate in ten hours.
4 TARAhaat’s agri-services envisage a big presence in the lives of farmers.

The International English Language Testing System (IELTS) is recognized as an entrance requirement by British, Australian, New Zealand and Canadian universities for secondary, vocational and training programmes and also for immigration purposes.

Tarahaat launched an IELTS Preparation Programme in Punjab on 15th February 2005. This course will help the learners gain an in-depth understanding of the IELTS Testing System and the skills required to appear for this test. The course covers all sections of the IELTS test i.e. reading, writing, listening and speaking. Tarahaat’s IELTS Preparation Programme is available in three packages - one month duration (FT 1), two month duration (FT 2) and three month duration (FT 3).

Tarahaat IELTS preparation programme is based on the holistic language approach model. It will not only attempt to help the learners get through the test, but will also build in a component of life-long learning and equip them with skills which will help the learner in his/her everyday life as well.

basin South Asia takes its first step

basin South Asia is a Regional Knowledge Platform committed to developing knowledge systems and promoting collaborative action to enable access by the poor in South Asia to sustainable habitat and livelihoods. In its response to the Tsunami disaster, the platform has mandated itself to facilitate knowledge and information based processes to bridge the gap between skills and opportunities, ideas and resources for sustainable habitat and livelihoods in the Tsunami hit areas.

basin SA has initiated an online information exchange platform for providing links to possible solutions for practitioners. The website can be accessed from www.devalt.org by clicking on the ‘Tsunami Response and Reconstruction’ button on the home page.

The website answers frequently asked questions relating to trauma issues, water, sanitation and safe design and construction related issues. It discusses the basic planning considerations, project implementation process along with technical details of select appropriate building technologies. Downloadable information on technologies is also available along with their enterprise models. The website shares many best practices focusing on issues like response and reconstruction, housing design, construction technologies, finance mechanisms, water and sanitation and energy. Each best initiative is briefly introduced with links for more information.

The News button provides links to other websites like UNDP, ITDG, and Indian NGOs for latest updates on the Tsunami front and state government policies on reconstruction packages. To link the various agencies working on different aspects of the Tsunami affected regions and promote efficient exchange of resources, basin South Asia website provides the names and contact addresses of various agencies, with a note on the nature of their work. The "Knowledge Base" button enables the browser to search for relevant documents, know-how resources and information on equipments.

The website work is in progress and over the next few months, this website will be launched from the basin international website at www.gtz.de/basin and will allow for dynamic knowledge exchange possibilities, like online chat for technical advice etc. along with photo gallery, assessment and timely field reports released by various agencies active in the region.  q
