Nations Environment Programme’s Industry and Environment centre (UNEP
IE) has just released the updated OzonAction Information
Clearinghouse Diskette Version 5.0 (available for the first time
in WindowsTM format).
The OAIC-DV is a reference tool that assists in the transfer of
environmentally-sound “ozone-friendly” technologies and expertise
from the companies, organizations and individuals that have
experience with successfully phasing out ozone depleting substances
(ODS), to their counterparts in developing countries who seek the
technology and expertise required for their transition to non-ODS
alternatives.
The Montreal Protocol on Substances that Deplete the Ozone Layer
(1987) has now been ratified by 161 countries, and the production of
CFCs and some other substances controlled under this treaty have
been phased out by developed countries (except for some limited
essential uses). Worldwide information exchange has been accorded
high priority under the Protocol to expedite industrial conversion
to eliminate ODS use. Accordingly, UNEP’s role as a Implementing
Agency of the Multilateral Fund includes providing information
clearinghouse services to assist the technology transfer process
between industries in developed and developing countries (“Article 5
countries” in Montreal Protocol terminology). The updated WindowsTM-
based OzonAction Information Clearinghuose Diskette Version,
produced by UNEP IE’s OzonAction Programme, is part of those
services.
Overview of Services Provided by the OzonAction Programme
Information exchange
Information about technical and policy issues in available through
our OzonAction Information Clearinghouse (OAIC). The information
exchange on how to reduce the use of ODS takes place through mail,
fax and phone, as well as through electronic media, (i.e. World Wide
Web and diskette databases), the quarterly OzonAction
newsletter and technical publication prepared in close liaison with
the UNEP Assessment Panels and their Technical and Economic Options
Committees as well as in partnership with government, industry and
NGOs.
Country Programmes
The OzonAction Programme helps developing countries that consume
small quantities of ODS to assess their current production and
consumption and to develop their own national phase-out action
plans. The cost of developing these programmes is met by the
Multilateral Fund. The Country Programmes are useful tools for
identifying the country’s needs for investment and non-investment
activities.
Institutional Strengthening
The OzonAction Programme provides administrative and technical
assistance to eligible Article 5 countries through Institutional
Strengthening projects. These projects support institutional
infrastructure at the national level to facilitate ODS phase out
activities and implement the Country Programme. It also assist
National Ozone Units to monitor the government and industry action
plans to fulfil the national obligations under the Montreal
Protocol. q
