Background:
The Farmers Adaptation Cluster
was visualised as a facilitator to provide farmers the opportunities,
tools, technologies and linkages to carry out climate resilient and
resource efficient agriculture. It is proposed that these practices will
make farmers less susceptible and vulnerable to climatic and other
disturbances. The Farmers Adaptation Cluster is being institutionalised
in the form of farmers’ federation. It is a non-political forum of
farmers set-up with the aim of providing agriculture-related information
and technology to farmers through sourcing information or providing an
opportunity to share experiences for enhancing the quantum and
reliability of returns of crop yields. This process also empowers them
to handle and sustain external and/or unforeseen challenges, which may
affect their potentials of growth. The cluster although at its nascent
stage has shown potential to adopt and expand the outreach of different
Climate Resilient and Resource Efficient agricultural practices.
Farming Implements and Resource
Efficiency
When farm mechanisation became
popular in the country, it meant, generally, the use of tractors in
different agricultural operations. This activity was reflected in the
instantaneous outcome in terms of increased cultivated area, increased
productivity and ultimately higher overall production in accordance with
the objectives of The Green Revolution. Later, after other impacts were
also considered like higher costs of cultivation, migration of labour to
nearby cities and higher carbon emissions, some experts associated these
with the enhanced use of tractors. However, it is now impossible to
think of agriculture at an appropriate scale without using tractors or
tractor-drawn farm implements. The actual issue is to use these
resources judiciously so the benefits may be harnessed without or
minimal negative effects.
During The Green Revolution,
farm mechanisation became the tool of using the land and other resources
efficiently and thus helped to improve overall production. Nevertheless,
small landholdings, as was the case with most of the farmers in rural
India, made the use of tractors not suitable or not possible -
considering the landholdings and investments required. This raised the
requirement for manual labour. The Farmers Adaptation Cluster identified
the need of the appropriate farm machinery equipment and tools that
could be used effectively and efficiently – i.e. by using less manual or
tractor power.
Farmers Adaptation Cluster and
Farm Equipment Bank
Different equipment like seed
drills, ridgers, levelers, bakhar (a portable water pump), cycle hoe,
groundnut decorticator for women, hand ridger for women have been
identified and procured for supporting the farmers at large scale. The
system of use of the equipment has been set-up by the Farmers Adaptation
Cluster considering the costs - benefits analysis for the average
farmer. The Farmers Adaptation Cluster has also set-up ownership
policies for different implements based on investments and source of
investments. An interesting factor in this process is that procurement
has been done not only on big equipment, but small equipment and tools.
These would benefit not only the big, small and marginal farmers, but
also the women engaged in unskilled/semi skilled labour for reduction in
drudgery.
The Farmers Adaptation Cluster
is working as a bank of farm equipment from where equipment can be
hired/ rented for particular time at the rates decided by the cluster.
Penalty terms for the defaulters are also well laid out in order to
ensure timely return of the equipments. The cluster has opened up a wide
array of possibilities for the efficient utilisation of equipments and
manual labour.
