Poorest Areas Civil Society
(PACS) Programme India
Eligibility for PACS Programme
Civil Society Organisations (CSOs) including NGOs,
Co-operatives, Academic Institutions, Movements, Trade Unions,
Cooperative Societies, Welfare Clubs fulfilling the following
criteria are eligible for support from the PACS programme:
1. |
Registration under Societies Registration Act, Trust Act,
Cooperatives Act , Indian Trade Unions Act. |
2. |
Registered under Foreign Contributions Regulation Act (FCRA) |
3. |
Procedures, practices and systems for Programme and
Financial Management in place. |
4. |
Proven expertise in capacity building and grasp of issues
listed under PACS thematic areas. |
5. |
Technical capacity as supported by a track record of having
implemented poverty alleviation projects. |
6. |
Existing networks and capability of networking |
7. |
Focus in the identified districts. |
Department for International Development (DFID) will provide
upto £25 million over 7 years in programme support. CSOs are
eligible for funding support under :
A. Project Grants
CSO
can access substantial project specific funding in the
identified thematic areas. The limits to funding will depend on
the CSO’s managerial and professional capacity.
B. Planning Grants
To
assist CSOs in developing good concepts into projects, planning
grants of upto Rs. 2 lakhs will be available for Capacity
Building, Project formulation and Development. Planning grants
will be available to a limited number of CSOs who fulfill the
assessment criteria. However, not all concepts receiving
planning grants are assured of funding under PACS.
Format for Submitting Concept Paper
Concept Papers must not exceed 5 pages. The first page should
provide information on the organisation and the remaining on the
proposed project.

How
to Apply
CSOs fulfilling PACS eligibility criteria are encouraged to
submit a concept paper (in English) addressing the thematic
areas in the outlined format.
CSOs at different levels i.e. Apex Civil Society Networks
working at national level; large CSOs working at national or
regional level and small CSO groups and networks working at
District level are eligible to submit papers under PACS. CSOs
are encouraged to tie-up with existing networks at different
levels.
Selected concept papers would be issued guidelines for preparing
detailed project proposals.
