Developmental evaluation as an approach that is adapted to complex situations in dynamic environments, presents itself as an appropriate evaluation approach for adoption in the context of the SDGs. The SDGs by their very definition, straddle ecological, economic, social and political systems. The diversity of contexts between and within the local, national, regional and global levels adds to the complexity and the need for localising the evaluation approach. ScrapShala, established in January 2016, is a Varanasi based social enterprise that up-cycles dry waste and converts it into utility based products. The social enterprise was built on the idea of using the expertise of artisans to create and commercialise products that were derived from recyclable dry waste generated in households/commercial areas/industrial areas. The enterprise hired local artisans including welders, weavers, carpenters, painters etc. to manufacture innovative and trending products.
